Temanggung Allocates Rp5.5 Billion for Balinkes Health Assistance in 2026

Temanggung Regency in Central Java has budgeted Rp5.5 billion for its Balinkes program in 2026 to help low-income residents access health care, ANTARA reported on November 6.

Eligibility and coverage

Balinkes provides eligible residents with up to Rp2.4 million in assistance once a year for class-3 inpatient care and emergency services, according to Kompas.com and Suara Merdeka Kedu. Recipients must pay any medical charges above that limit.

Applicants must hold a Temanggung ID card and be listed in either DTSEN deciles 1-5 or the regional poverty database, known as DKD. They must also have no BPJS Kesehatan membership or have an inactive membership.

The program launched on August 11, 2026. According to ANTARA News Jateng, participating facilities include RSUD Temanggung, RS PKU Muhammadiyah Temanggung, RSK Ngesti Waluyo Parakan, and 26 puskesmas, or community health centers, across the regency.

Tobacco excise funds redirected to health care

The allocation comes from the 2026 tobacco excise revenue-sharing fund, Dana Bagi Hasil Cukai Hasil Tembakau (DBHCHT). Kompas.com reported that Temanggung Regent Regulation No. 41 of 2026 governs the program.

The Temanggung Social Affairs Office said the money had previously been earmarked for direct cash assistance, known as BLT, for tobacco farm workers, cigarette factory workers, and clove workers. Officials told Kompas.com that the workers had not opposed the shift because they continued to receive assistance from the provincial government.

The regency's overall DBHCHT allocation fell to Rp28 billion in 2026 from about Rp61 billion in 2025, according to Harianjogja.com. The local government said the decline of more than half forced it to narrow the scope of several programs supported by the fund.

Funding expected to last through year-end

Regent Agus Setyawan said in October 2026 that the Balinkes allocation from DBHCHT would be sufficient to cover residents' treatment costs through the end of the year, ANTARA News Jateng reported.

The outlet also reported that the Social Affairs Office had submitted claims for September 2026 health services to facilities participating in the program.
