Year-end targets under a smaller budget
At the National Awareness Day ceremony on the grounds of the Regent's Office in Sebelimbingan, Syairi called on state civil servants, known as ASN, to maintain discipline and morale. He asked them to help meet year-end targets and carry out the regent's agenda under the 2026 regional budget, or APBD.
The district government and regional legislature, the DPRD, signed the budget agreement in Kotabaru on November 27, 2025. At that signing, Syairi put the 2026 budget at Rp3.306 trillion, about 27.93 percent below the previous year's roughly Rp4.2 trillion, according to ANTARA News Kalimantan Selatan.
National Civil Service Agency (BKN) head Zudan Arif Fakrulloh, who attended the October ceremony, urged employees to raise productivity. He said approximately 45 effective working days remained in 2026 and encouraged staff to work hard, innovate and continue serving the public.
Conditions for moving part-time employees to full-time roles
Syairi said Kotabaru was awaiting central government regulations concerning part-time Government Employees with Work Agreements, known as PPPK or P3K, and would follow the established provisions.
Zudan said a move from part-time to full-time status depends on staffing needs, evaluation results and available funding. He also said the central government was gradually improving civil servants' quality and welfare while preparing a better framework for career development.
The legal basis for conversion is Minister of State Apparatus Empowerment and Bureaucratic Reform Regulation No. 9 of 2026, or PermenPANRB No. 9 of 2026. Minister Rini Widyantini signed it in Jakarta on June 19, 2026.
Under that regulation, the personnel authority, or Pejabat Pembina Kepegawaian, may propose a part-time PPPK employee for full-time appointment based on available funding and performance evaluation results. Part-time agreements run for one year at a time until the employee receives a full-time PPPK appointment.
Support for administrative improvements
Syairi thanked Zudan for visiting, describing the occasion as an opportunity to improve administration and public services. The visit was expected to encourage civil servants to improve their work in support of Kotabaru Hebat, the district's vision based on harmony, energy, unity, trustworthiness and resilience.
Zudan expressed support for the regent and deputy regent's programs to advance the district and improve residents' welfare. "We make this day as a momentum for the center and regions to work together to advance Kotabaru, advance South Kalimantan and advance Indonesia," he said.
