Investigators examine alleged payment

Antara Foto documented Pahlevi heading into an examination room at KPK's Red and White Building. KPK identifies him as a private-sector intermediary for Summarecon and alleges that he and the company's president director, Adrianto Pitojo Adhi, acted as bribe-givers.

His questioning followed the examination of two Ministry of ATR/BPN officials on November 5: Gandhi Putra Mahardika, coordinator of the Cadastral Survey and Mapping Substance Group, and Apansah, coordinator of the Land Rights Determination Substance Group.

Investigators questioned the officials about standard operating procedures and the flow of money involved in lifting blocks on Summarecon's HGB. KPK spokesperson Budi Prasetyo said the inquiry was focusing on an alleged bribe from Summarecon to Sontang Coin Manurung.

Land dispute and alleged fee

The case concerns Summarecon's applications to extend HGB and convert HGB into Sertifikat Hak Milik (SHM) for land it manages in Bogor Regency. Previous owners or their heirs disputed some of the parcels, challenging the issuance of nine Summarecon HGB certificates at the Bandung State Administrative Court (PTUN) before blocking those certificates.

KPK's account of the alleged bribery places the fee request in early August 2026. Sontang, head of the Bogor Regency Land Office I, allegedly sought Rp2 billion to unblock the land and issue certificates. The request used the code word "dua," which was understood to refer to that amount.

According to KPK, Summarecon agreed to pay Rp1.5 billion. Investigators allege that on August 27, Adrianto passed that amount to Erwin through intermediaries, including Pahlevi. Erwin then allegedly delivered Rp200 million to Sontang at a cafe in South Jakarta.

September sting and eight suspects

The investigation began with a KPK sting operation on September 14, 2026, at the Bogor Regency Land Office and other locations in Jabodetabek. On September 15, the agency named eight suspects in the alleged bribery and gratification case involving land services at the Ministry of ATR/BPN.

Suara.com described four of the suspects as trusted associates of ATR/BPN Minister Nusron Wahid: former Kebumen Regent Arif Sugiyanto, Golkar DPP official Fahd El Fouz, also known as Fahd A Rafiq, and private-sector figures Erwin and Muhammad Fakhry.

During the sting operation, KPK seized cash and other evidence with a total value of about Rp106.3 billion. The seizures included Rp896 million in cash from Pahlevi's home.
