Travel permit cited after questioning

Nusron, the minister of agrarian affairs and spatial planning and head of the National Land Agency (ATR/BPN), spent about five hours being questioned at the KPK's Red and White Building. Kompas.com observed him arriving at 9:22 a.m. and leaving at 2:51 p.m. Western Indonesia Time (WIB).

Speaking afterward, he said his ministerial travel required authorization. "As a public official and a minister, when traveling outside the city, especially abroad, I always have a travel permit from the Ministry of State Secretariat, so we are not making excuses," he said. He offered little further comment to reporters about the investigation.

An internal ministry commitment had prevented Nusron from attending his first scheduled questioning on October 7. He sought another postponement for the October 15 summons because he was traveling to Malaysia on business.

KPK spokesperson Budi Prasetyo said investigators had not scheduled an examination for November 4. Nusron instead came on his own initiative following the two missed summonses, an action the commission regarded as cooperative.

Land certificates and eight suspects

The investigation concerns alleged bribery over Summarecon's building-use rights, known as HGB, and other alleged payments within ATR/BPN. By its September 15, 2026, announcement, the KPK had named eight suspects. Jakarta Globe reported that, as of that announcement, the commission had neither designated Nusron a suspect nor alleged that he participated in the scheme.

Four suspects were identified as Nusron's close associates: Erwin, Arif Sugianto, Muhammad Fakhry, and Fahd El Fouz Arafiq. The other four were Bogor Land Office head Sontang Coin Manurung; Lampri, ATR/BPN's director general of land and space control; PT Summarecon Agung President Director Adrianto Pitoyo Adhi; and intermediary Rizal Pahlevi.

Acting KPK Investigation Director Achmad Taufik Husein traced the case to applications concerning land managed by Summarecon in Bogor Regency. The applications sought either extensions of HGB or conversion to ownership certificates, known as SHM. Some of the land remained in dispute with previous owners who were believed to hold ownership certificates.

Investigators allege that Adrianto paid Erwin and Sontang a Rp 1.5 billion bribe to remove a block on Summarecon's building-use rights certificates. The KPK also identified billions of rupiah in other payments allegedly received by Lampri, Erwin, Arif, and Fakhry. Fahd is suspected of channeling money to Nusron's associates.

Internal payments and cash seizures

Budi said the investigation began with a sting operation and has two branches. One examines suspected payments by private parties to ATR/BPN officials for HGB processing, particularly at the Bogor Land Office. The other concerns alleged gratuities inside the ministry, including what investigators suspect were regular payments to superiors tied to ministry positions.

Kompas.id reported that investigators uncovered the commercialization of 57 types of land services, along with a monopoly over "special channels" for buying and selling ministry positions. Their findings also included schemes involving staff rotations and transfers.

The KPK seized approximately Rp 106.3 billion, or about US$6 million, in cash, along with other evidence. The seized material filled roughly 20 suitcases. The largest cash haul came from the home of Arif, a former Kebumen regent: Rp 31.86 billion, US$2.61 million, S$1.97 million, 910 Saudi riyals, and 981 Malaysian ringgit. Investigators found another Rp 896 million at Rizal's home.

Provisions cited against the suspects

For Adrianto and Rizal, investigators cited Article 605, paragraph (1), letter a or b, of Law No. 1 of 2023 on the Penal Code, together with Article VII, point 48, of Law No. 1 of 2026 on Adjustment of Crimes. The alternative provision is Article 606, paragraph (1), of the 2023 Penal Code, together with Article VII, point 49, of the 2026 law and Article 20 of the Penal Code.

The remaining suspects are accused under Article 12, letter a or b, and/or Article 12B of Law No. 31 of 1999 on the Eradication of Corruption Crimes, as amended by Law No. 20 of 2001. Investigators alternatively cited Article 606, paragraph (2), of the 2023 Penal Code, together with Article VII, point 49, of the 2026 adjustment law and Article 20 of the Penal Code.

Earlier corruption cases

Fahd is a senior Golkar Party politician who heads its community organization affairs, according to Jakarta Globe. He has two previous corruption convictions: one for bribing a member of the House of Representatives and another involving the Religious Affairs Ministry's procurement of Qurans and computers.

Budi described the HGB investigation as the second bribery case involving Summarecon. In a separate case dating to 2022, the company was implicated in payments to obtain permits for an apartment project in Yogyakarta. Its vice president, Oon Nusihono, received a three-year prison sentence.
