Funding pledge and the 2026 budget
Prabowo asked governors, regents and mayors not to worry about central government disbursements. "We are not reducing funds to your districts. I will prove later, the money flowing to your districts, to your provinces, will be much greater during my presidency than before," he said.
His administration cut the 2026 Transfer to Regions (TKD) allocation by Rp226 trillion to Rp269 trillion, leaving an initial ceiling of about Rp693 trillion. The initial ceiling for 2025 had been Rp919.87 trillion.
The 2026 allocation was subsequently raised because of natural disasters. Finance Minister Suahasil Nazara said the original Rp693 trillion allocation had increased to about Rp727 trillion, according to ANTARA News. As of September 30, the Finance Ministry had distributed Rp599.2 trillion, or 82.4 percent of the Rp727.2 trillion full-year state budget (APBN) target. Disbursements were continuing through October, November and December.
Prabowo said he intended to keep expanding transfers to support economic potential throughout Indonesia. "Next year, I believe we will distribute even more," he said. He also said he would be ashamed to remain president while people lived in poverty, adding: "I'd rather not be President."
Incentives sought for regional financial access
At the meeting of the Regional Financial Access Acceleration Teams (TPAKD), Coordinating Minister for Economic Affairs Airlangga Hartarto relayed Home Affairs Minister Muhammad Tito Karnavian's request for incentives for regional governments that perform well in widening public access to finance.
Airlangga asked for Prabowo's guidance and continued backing for the financial access program. He said financial rewards could motivate regional administrations to improve their work.
Financial Services Authority (OJK) Chair Friderica Widyasari Dewi reported that all provinces, regencies and cities now had a TPAKD, with 552 teams nationwide, according to Liputan6.com. She said financial inclusion exceeded 93 percent in 2026, passing the 93 percent goal set for 2029 in the national medium-term development plan (RPJMN). Financial literacy stood at 69 percent.
A 2027 credit target
Prabowo also set a 2027 goal of providing up to Rp400 trillion in productive credit to about 28 million families, ANTARA News reported. Intended recipients include farmers, fishermen, residents of outermost, lagging and frontier (3T) regions, rural residents and low-income urban households. Including spouses and children, he estimated that the credit could reach roughly 100 million people.
OJK reported results from two existing financing programs at the meeting. Its anti-loan-shark program, Kredit Pembiayaan Melawan Rentenir, had provided Rp64.8 trillion to 2.3 million debtors nationwide. Its priority-sector program had supplied Rp5.4 trillion in financing to more than 103,000 debtors.
New financial well-being council inaugurated
At the meeting's close, Prabowo inaugurated the National Council for Financial Well-being (DNKK), replacing the National Council for Financial Inclusion (DNKI), which was created in 2006, according to ANTARA News.
Established under Government Regulation No. 42 of 2026, the council is chaired by Prabowo, with Airlangga as daily chair. The heads of OJK, Bank Indonesia and the Finance Ministry serve as vice-chairs.
