Eight commodities covered, with further targets set
In a statement received in Jakarta on October 22, 2026, Zulkifli identified the eight commodities as rice, corn, consumer sugar, eggs, chicken meat, shallots, bird's eye chilies and large red chilies. He said improved domestic production capacity had allowed the government to stop importing rice for domestic consumption.
Prabowo had announced self-sufficiency in the same commodities in his August 14, 2026, State of the Nation Address. Garlic remained outside that group, with the president setting a three-year target for self-sufficiency. He also set a five- to six-year target for beef and buffalo meat.
Rice production, procurement and reserves
Figures from Indonesia's Government Communications Agency (Bakom) put 2025 rice production at 34.69 million tons, a 13.29 percent increase over 2024. Bakom said no rice was imported for domestic consumption during 2025. Its projection for 2026 is 34.77 million tons of production, compared with estimated domestic demand of 31.10 million tons.
The state logistics agency Bulog, which manages government rice reserves to help maintain domestic supplies, held 3.248 million tons at the end of 2025. On October 20, 2026, Bulog President Director Ahmad Rizal Ramdhani reported reserves of approximately 4.55 million metric tons.
In separate mid-October remarks reported by JawaPos.com, citing ANTARA, Ramdhani said stocks had declined to 4.55 million tons from a September peak of 5.4 million tons. He attributed the drop to substantial distributions through the Food Supply and Price Stabilization (SPHP) program, food assistance and disaster relief in Sumatra and East Nusa Tenggara. He estimated the remaining supply would last about six months, into early 2027.
Bulog's purchases from local farmers had already exceeded its annual target. Ramdhani said on October 9 that the agency had procured 4.11 million tons by October 8, reaching 102 percent of the government's 4 million-ton target for 2026. That volume surpassed both the 3.19 million tons purchased in 2025 and the previous record of 3.65 million tons set in 2012.
Price support and lower fertilizer costs
Statistics Indonesia (BPS) put the national Farmer Exchange Rate (NTP) at 131.11 for September 2026, compared with 120.30 two years earlier. The index compares the prices farmers receive with those they pay for household consumption and agricultural production inputs. An increase signals improved purchasing power, but is not a direct measure of farmers' overall income.
The government's harvest-price protections include a purchasing price (HPP) of Rp6,500 (US$0.36) per kilogram for dry-harvested paddy at the farm gate. For harvest-ready corn with a moisture content of 18-20 percent, the purchasing price is Rp5,500 per kilogram. These measures are intended to protect farmers when prices fall during harvests.
Alongside changes to simplify subsidized fertilizer distribution, the government lowered the highest retail prices (HET) by 20 percent on October 22, 2025. The per-kilogram ceiling for urea dropped to Rp1,800 from Rp2,250, while NPK fell to Rp1,840 from Rp2,300.
Agriculture Ministry data indicate that, through July 2026, the number of farmers redeeming subsidized fertilizer increased by an average of 7 percent compared with the corresponding period in 2025.
In his August address, Prabowo said the government had removed 145 fertilizer-distribution regulations and reduced fertilizer prices by 20 percent. He also reported a 252.8 percent increase in profit at state-owned fertilizer producer PT Pupuk Indonesia.
Village programs and benefits for producers
Zulkifli said the production gains must deliver real benefits to people working in agriculture and fisheries. "These achievements must be felt by farmers, fishers, and communities whose voices are often unheard in the food supply chain. This is the mandate we must safeguard together," he said.
The government has also launched the Red and White Village Cooperatives and Red and White Fishing Villages programs as part of its food-security efforts.
Providing an update on the cooperatives on October 15, Zulkifli said 10,070 units had begun operating. Those Red and White Village Cooperatives (KDMP) were among 28,000 with completed operational facilities. The government aims to have about 35,000 operating by the end of 2026, toward an eventual nationwide total of 80,000.
