KPK Seizes Toyota Land Cruiser from Nusron Wahid's Associate
Indonesia's Corruption Eradication Commission (KPK) has confiscated a Toyota Land Cruiser from Arif Sugiyanto, a close associate of Minister of Agrarian Affairs and Spatial Planning Nusron Wahid, in connection with an alleged bribery scheme involving land certificate processing and illicit payments within the ministry.
KPK Spokesperson Budi Prasetyo confirmed Tuesday that investigators seized the vehicle as part of a widening corruption probe into Building Use Right (HGB) certificate processing for major property developer PT Summarecon Agung and other irregular payments at the Ministry of Agrarian Affairs and Spatial Planning/National Land Agency (ATR/BPN).
"Investigators seized a unit of a Toyota Land Cruiser belonging to Mr. ARF (Arif), who is one of the suspects in this alleged corruption case involving bribery and other gratuities in the ATR/BPN Ministry," Budi stated in a press release.
According to Budi, the vehicle is believed to have been used by Arif for alleged money collection activities. "The vehicle is suspected to have been used by him for activities including alleged money collection, which was secured during the event of his arrest in the act," he said.
The seizure follows a September 14 sting operation in which the KPK confiscated approximately Rp 106.3 billion (US$6.03 million) in cash stored in 20 suitcases, representing one of the largest evidence seizures in the commission's history. Established in 2003 under Law No. 30/2002, the KPK wields exceptional powers including investigation, wiretapping, arrest, and prosecution, and has successfully prosecuted numerous high-level political figures including ministers, governors, and top law enforcement officials.
Eight Suspects Named in Corruption Network
On September 15, the KPK named eight individuals as suspects in the case. Four are identified as close associates of Minister Nusron Wahid, who assumed office on October 21, 2024, under President Prabowo Subianto's administration after previously serving in the House of Representatives for the Golkar Party. The minister's associates include Erwin, Arif Sugiyanto, Muhammad Fakhry, and Fahd El Fouz.
Additional suspects include Sontang Coin Manurung, head of the Bogor Land Office, Lampri, Director General of Land and Space Control at ATR/BPN, Adrianto Pitoyo Adhi, CEO of PT Summarecon Agung, and Rizal Pahlefi, who allegedly acted as an intermediary.
PT Summarecon Agung Tbk, founded in 1975, ranks among Indonesia's leading property developers, specializing in integrated township projects combining residential and commercial developments. The company has developed major townships including Summarecon Kelapa Gading, Summarecon Serpong, and Summarecon Bekasi.
Alleged Bribery Scheme
According to KPK findings, Adrianto allegedly paid Rp 1.5 billion in bribes to Sontang and Erwin to expedite the removal of a blockage on Summarecon's Building Use Right certificate in Bogor. HGB certificates grant holders the right to construct and own buildings on land for an initial period of 30 years, extendable for 20 years and renewable for another 30 years, totaling up to 80 years.
Investigators have also identified billions of rupiah in additional payments flowing to Lampri and Wahid's associates Erwin, Arif, and Fakhry. Fahd is suspected of facilitating these money transfers.
KPK investigators have uncovered what they describe as a "shadow structure" operating outside the official ATR/BPN ministry hierarchy, with suspects allegedly acting as money collectors who connected external parties with state officials to facilitate land services. This informal network exploited what the KPK identified as a lack of transparency in 57 types of land services at ATR/BPN, where the closed bureaucratic system leaves the public unclear about service time standards and official rates for Non-Tax State Revenue.
Investigation Expands Nationwide
The probe has expanded beyond the initial Summarecon case to include searches at other property developers and regional land offices across Indonesia. The KPK has conducted operations at PT Bela Parahiyangan in West Java and BPN offices in East Java and Mojokerto, suggesting a wider pattern of alleged corruption in land administration services.
Investigators are implementing a "follow the money" strategy in coordination with the Financial Transaction Reports and Analysis Center (PPATK) and other agencies to trace potential money laundering, as the commission does not rule out the possibility that bribery proceeds have been concealed.
Criminal Charges
Adrianto and Rizal face charges under Article 605 paragraph (1) letters a or b of Law No. 1 of 2023 concerning the Criminal Code in conjunction with Article VII number 48 of Law No. 1 of 2026 on Criminal Adjustments, or Article 606 paragraph (1) of Law No. 1 of 2023 concerning the Criminal Code in conjunction with Article VII number 49 of Law No. 1 of 2026 on Criminal Adjustments in conjunction with Article 20 of Law No. 1 of 2023 concerning the Criminal Code.
Other suspects are charged with violating Article 12 letter a or Article 12 letter b and/or Article 12B of Law No. 31 of 1999 concerning the Eradication of Corruption, as amended by Law No. 20 of 2001, or Article 606 paragraph (2) of Law No. 1 of 2023 concerning the Criminal Code in conjunction with Article VII number 49 of Law No. 1 of 2026 on Criminal Adjustments in conjunction with Article 20 of Law No. 1 of 2023 concerning the Criminal Code.
