From financial access to household security
Established under Government Regulation No. 42 of 2024, the council succeeds the National Council for Financial Inclusion, which had operated since 2006. The new body's Indonesian name is Dewan Nasional Kesejahteraan Keuangan (DNKK); its predecessor was Dewan Nasional Keuangan Inklusif (DNKI), according to Jakarta Globe.
In his briefing to Prabowo, Coordinating Minister for Economic Affairs Airlangga Hartarto outlined three household-level priorities: financial wellness, the ability to weather economic shocks, and long-term financial security.
"The orientation has evolved. While the previous council focused primarily on expanding public access to bank accounts, the President has now redirected our focus toward family financial well-being… The household is the fundamental economic unit of our society," Hartarto said.
The distinction between access and financial health was also discussed a week earlier. On October 15, 2026, the International Labour Organization, the Coordinating Ministry for Economic Affairs and the Financial Services Authority (OJK) held a Financial Health Pathways Forum in Jakarta during Financial Inclusion Month. The ILO stressed that access alone does not ensure households can cover daily needs, withstand shocks or improve their well-being. The forum was intended to inform the DNKK's initial priorities.
Financial inclusion and literacy measures
Survey results provide context for the council's broader remit. The 2025 National Survey on Financial Literacy and Inclusion (SNLIK), conducted by OJK and Statistics Indonesia (BPS), recorded a financial inclusion index of 80.51%, compared with 75.02% in 2024 using the standard methodology, Investor Trust reported.
Using the broader DNKI framework, the inclusion index stood at 92.74%. The financial literacy index rose to 66.46% under the standard methodology and reached 66.64% under DNKI coverage.
Prabowo heads the council
Prabowo will lead the council directly, with Hartarto as executive chairman. Friderica Widyasari Dewi, who heads OJK's Board of Commissioners, is vice chairperson.
Bank Indonesia Governor Destry Damayanti and Finance Minister Suahasil Nazara were named deputy executive chairs, with several other cabinet ministers supporting the council. Home Affairs Minister Tito Karnavian also holds an executive deputy chair position, according to Jakarta Globe.
The outlet places DNKK among the administration's national advisory and policy bodies, alongside the Presidential Advisory Council (Wantimpres), chaired by Pratikno, and the National Economic Council (DEN), led by Luhut Binsar Pandjaitan.
Regional meeting and financing handover
The launch came at the closing ceremony of the National Coordination Meeting of the Regional Financial Access Acceleration Team (TPAKD). Jakarta Globe identified the venue as the Jakarta International Expo (JIExpo) in Kemayoran, Central Jakarta. Attendees included governors, regents, mayors, financial services executives, microfinance beneficiaries and senior government officials.
The government also held a symbolic handover of financing agreements and credit facilities distributed from August through October 2026. Over that period, 343 financial services institutions provided Rp 53.15 trillion, about US$2.9 billion, to 2,106,401 borrowers, Jakarta Globe reported.
